In Section 1111 of ESSA, tribal consultation in the development of state plans is a requirement. In order to create awareness and capitalize on the addition of this important provision, NIEA developed the first of its three guide series on effective tribal consultation practices.

BUILDING RELATIONSHIPS WITH TRIBES: A NATIVE PROCESS FOR LOCAL CONSULTATION UNDER ESSA

Under ESSA, in Section 8538, otherwise called Consultation with Indian Tribes and Tribal Organizations, districts are required to consult with appointed tribal representatives in the development of district plans. This provision applies to districts that receive more than $40,000 for Title VI or have over 50 percent American Indian student enrollment.
